Careful there, everyone knows we’re all just supposed to pretend the expat isn’t costing the organization twice as much as the other team members. They’re a special talent found nowhere else on earth, and clearly, no other national could possibly perform their duties.

we have a dead wood person that got passed to us. He’s awful, an expensive expat and hasn’t gotten jobs in the past 4 PDCs because he can’t compete. at what point can we just let him go and fill with any number of more qualified locals?

The deadwood isn't usually the first cut. The first cut is made up mostly of higher salaries. Add to that the true redundancies... positions that were 'nice to have' when everything was going well but not really 'necessary' when times are lean. Then and only then do they usually go after the deadwood.
