It is obvious that it is easier than ever to get another, better job and that is why no one is overly interested in doing their best here. This company really needs changes, because morale is worse than ever. I do not believe that anything other than radical changes will improve this atmosphere.

You don't seem to know what you're talking about. Every single message has been that you can work where you want. Long before Covid the corporate message was "work from home if it works for you." That's what I was doing.
Maybe your boss is different, but the corporate message is 'do what works for you'.

back at the office for a week...and nobody is there. A complete ghost town
I was made redundant from Dell, that's disclosure over. I was paid a small fortune to leave, in the UK you get one month at full OTE including benefits for every year served, plus pay in lieu of notice. Every member of my old team are 12 years plus, none want to work at Dell, but it's an easy life they will wait until the call comes. TBH it doesn't help moral, but do management really care.
I don't, I'm so happy.
Stripping the EMC name off the Dell EMC products is a nice way to show—whoever among Mass employees has managed to avoid firings and/or not yet left—that we’ve fully embraced Dell history of commoditized garbage.
Can't be bad everywhere -- I mean -- look at all of those 5 star reviews for Virtustream on Glassdoor!
gas at over 4.00 dollars a gallon, need to register daily for my workspace and take the health quiz, need to wear a mask around the building and can only have a few people in a conference room does not make it inviting to go back. I'll take a pay cut driving in for starters and then I'll have to be on zoom meetings from the office anyhow. Not really seeing the benefit of going back. The brain team behind these restrictions should be fired.

I have a new useless nepotism-hire manager every quarter, VPs who speak only in buzz words and may as well not exist, no clear career path, no on the job training because no one knows what’s going on, no incentive to work hard when people who do nothing get rewarded equally, and if we do get a reward it’s a measly gift card instead of the large performance bonuses that they used to offer. How could anyone possibly feel motivated in this environment?
135% bonus sure does help.
