From what I see, employees are leaving for another companies on a daily basis. A large portion of my team left. Yet the fear of layoffs is ever present, and the rumors about layoffs are circulating on a daily basis. He-l, even our manager talks about possible layoffs every day.
With people leaving in such an easy manner, in which they don’t know what employee is going to leave the company tomorrow, how can they plan any organized cuts? Makes me wonder if some teams will be in danger of functioning properly.

What a terrible manager. He/she doesn't know Jack sh1t yet perpetuates a stress-inducing rumor. If you don't know, you don't know.
Because layoffs allow you to get rid of the rubbish people. Attrition is only getting rid of the great people.
I agree with the attrition part of your comment, but layoffs are used to get rid of "expensive" people, not rubbish. Rubbish are kept around because they're cheap and they do all their work by searching the Internet for examples and use copy-and-paste instead of real work.

Cisco doesn't reduce headcount through layoffs. They replace full-time employees with contractors to cut costs... or send the role overseas to a country without labor laws.
