I see where some companies are tracking employees who aren't coming in to the office.

They don’t care. There’s a management sweet spot. A spot to where you’re making so much $ that you don’t care about those beneath you. Unfortunately this spot is where most of the decision makers are. If the company survives, they make $. If the company does bad, they are locked in, they still make $. If the company goes under, they are given a golden parachute of $ x $. You and I don’t matter and any strife that we may experience does not even register enough for a brief thought much less a concern. You need to know this so you are aware of your place at Citi.
I hope this comes back to bite them, plenty of employers out there with more flexible options. Citi's low salary/bonuses does not help them either.
They also track cell phones……….

They track your badge swipes in the building entrance. Time in, time you swipe to leave.
I heard they are going to mandatory 3 days in the office starting soon, Trying to make it miserable for everybody again.
