With all due respect, but it is difficult to understand how some new hires came to positions that were once held by top experts. Does Fido have a problem finding qualified workers or is quality no longer as important as it used to be? It seems to me that both are true.

it's not that straighforward...there are skill qualifications and then there are the non skilled qualifications (ie gender, race, ethnicity, other diversity qualifications) Seems like the non skilled qualifications rank higher than the skill qualifications for most jobs now.
^ Qualified worker means the individual is remotely qualified for the position hired for -- it's pretty straightforward...
