Working smarter

"Work smarter, not harder" - this is just another empty phrase that everyone uses. And what exactly does it mean to work smarter? My superior doesn't even want to hear about prioritizing activities, for him everything is always a priority and everything is always urgent, so it is impossible to "work smarter and not harder" here. Perhaps it is possible to work smarter - but somewhere else.

They state that but don't really want to hear how you can work smarter - because that might require change or someone below the higher ups have a better idea. They manage by consensus and chaos
