I personally know of only one person who left Oracle, but I also know six people who received promotions, so nets to a positive in my books.
In sales, a few of the more niche orgs got 'demoted' to more entry-level business development teams. Customer to Cloud (C2C) was dissolved, compete, greenfield, apps progression, and (I believe) cloud trials. No-one got fired though. Just reorg nonsense.

They are consolidating multiple areas (3) into one management stream. You know that will lead to redundancy. Not day one, but next quarter. The good news should be that those to go will be VP’s, managers and administrative overhead (read chief of staff et al.)

FY23 starts today. The company disclosed they will spend over $220M this fiscal year. That does not mean today June 1, it means anytime between now and 5/31/23.
IF, a big IF, this is a deliberate false alarm, then I am disappointed at the people who post such messages, as it's cruel to people still in the company, who are choosing to stay put even in the face of bad management. We have enough causes for anxiety these days -- being lied to by deceptive people is no bueno.
Nope, so far in my areas it's been quiet. Maybe Friday then perhaps?
