Provided that the person does not stay here for too long and during that time expands skillset to the maximum, Optum is an excellent stepping stone. I am always surprised when I find out that someone who was almost invisible here is much more valued in another company. Does Optum even know how to get the best out of its employees anymore?

Exactamento. US capitalism and its corporations only exist to profiteer and exploit the employee. The overlords/owners/partners/bored members/ are to be served to ensure their stocks and shares go massively up. You should do the same if employed there. Use them, then, dump em. Pump and dump
Large corporations are not set up to create brillant innovators. They serve shareholders and maximize profits. They are resume builders, skill builders if on the right team and a great place to get 2 years experience.
