How bad did my boss drop the ball?

I received by feedback today, manager said they went in with thinking 'VG' with a case to argue for 'E', BUT, the way things "shook out", I received "G".

Anyone with any insight as to how you go from arguing 'E' for your employee and landing at 'G'? It was the best year I've ever turned in, and it's the worst ranking I've ever received. F this company.

Nearly impossible to move anyone up after the PA meeting starts. Almost all movement is down as each team comes in slightly top heavy and final distribution must be met. There may be a couple of people moved up or down at the fringes of each category, but odds are against them moving you up during the meeting if the pinned you lower initially.

Keep in mind that the bottom continues to drop out via NSI %, others resign and leave as well. So the mix of those you are competing against changes each year. You have to climb over the back of others just to stay where you were last year.
