Does anyone know the timing? Are they to start this week?

Wed is a wave.
Other waves to follow. There are prerequisite actions that need to complete before all waves can complete.
If you have been pulling active cdsids monthly this year, you know that there has been considerable staff augmentation outside of US, you also know there has been stealth US cuts (not reported by freep) this year. The pattern seems to be 500-ish FTE each reduction. Agency and Purchased services have also been cut in waves.

The cuts have been delayed until Christmas day to help boost morale.

I don't know if NESC is capable or staffed to deal with individualized separations.

There are folks already in the retirement pipeline they can opt out at anytime. Last year the employees who were in the same situation cancelled their existing plans and joined the new package and were done by Oct31.

The way it stands now the employees who were let go earlier this year got the best deal. It would really suck if the good workers were not given the same but were allowed to leave in a more controlled hand off of responsibilities.

Voluntary offers should come first as there is a less conflict if you pay folks to quit. If you start firing folks it will get messy real fast.

"The Plan" Source?

What about all the unvaccinated who were to be cut on 1/4/22?

All the cuts on 6/16/22?

I believe the 7/25 date came from some random person on this board. Watch out, there is and will be a lot of mis-information going around.

The "UP TO" 8000 number came from third party news source, another third party news source quoted "around" 4000.

Going though cuts is bad enough, dealing with misinformation is just insult to injury.
