Will they pay out unvested equity awards?

This is in line with what other companies do - not more and not less. Most give 2 weeks of severance per year of service with a maximum of 52.

Below par with our competitors or what the TDA package was. Despite this, I'm hoping I'm given this package very very soon.

2 weeks per year of service is not above par for large corps.

Severance is generally above par compared to elsewhere.

Of course. Just go to the schweb and search for severance. Basically for grades 60 and below, you are looking at up to 1 year severance. This depends on your years of service, but is capped at 10 months of base pay as a one-time payment, and you stay on payroll for 2 months, but don't to work.
