what exactly is Verizon India? it seems to be all they post on twitter, is it all departments that are headquartered there, or select teams?

Visit sucks. If you never have to deal with them your lucky. They are the worst. No sense if urgency, most are clueless with their back alley laser printed degrees. I had to with them on a contract. They dude over in smelly land would never respond to my requests until his boss got involved, they he couldn't do enough. They should stick with what they know best, call center scam operations.
Take jobs from the US and replace them
so what all do they do now with the branch out other than IT?
Verizon India used to be called VDSI Verizon Data Services Inc. and is a wholly-owned subsidiary of the US-based Verizon Communications Inc. Originally VDSI was just an IT organization, but has branched out beyond IT.
