Why are the managers so protected against layoffs?

In light of all the insecurity, layoffs, reorgs and whatnot I have tested to see a wave of layoffs that will thin the management structure. I mean, why do regular working-bee employees have to be the victims, when we all know that the over blown and lazy management structure is the dominant part of the problem. Why are they so protected, even though they bring no benefit to the company? Even our leadership should know that creating a situation where there is too many chiefs and not enough Indians is a recipe for disaster.

The only safe people seem to be the useless managers of managers level. The people that buffer top management from being exposed to actual work. The managers of managers spin everything for top management to make everything seem great. All of them have would make great used car salespeople. The managers of managers are the level than need to go.

They are laying off segments of people at every level. They have been purposely evasive. It is always the same story. Some new id--ts come through to put their stamp on org changes. Then their plan turns into a dumpster fire and they leave. Zero confidence in senior management. It will end poorly.
