Salaries are so low compared to the market that everyone is leaving and they can’t hire anyone.
I think the ELT is quietly playing musical chairs with the remaining middle management who aren't "their people" in preparation for the yearly cull to look good on paper and the one that will probably come early next year.
About to sell more parts of the company (again) ?

regional leadership only have their friends remaining for retrenchment. regional business units should dissolve leadership and have central leadership running the global team.
