Anyone know how true it is for a dept that is told they are done with layoffs? Done for now or do we think it’s for the duration of the restructure?

Ask yourself, where is the value proposition? How does 2U make a profit? In all of its years, has 2U ever had an annual profit? Also ask yourself about a potential buyer such as BYJU. What would they do?

while leadership has proven themselves untrustworthy, it benefits no one to lie about this. From my previous experience, if they say you're done, you're done. Not to mention there are a few teams who weren't touched, so whatever is left it'll come from them.
That said, I've been told large changes (if they happen/are necessary) occur every 18 or so months.
