So should change healthcare be worried?
You talk about low pay .... People state side are slowing being replaced by Philippines workers. They make chump change for pay.... Thats why corporate keep hiring there slowly replacing us jobs. Till basically we have a Skelton crew state side and have most of IT in the Philippines.
After they closed down more building in MN and sent people to work from home I assume the other shoe will drop here after they finish hiring all the PH employees they can. I stress over this every day but can't say anything or else I'll be on the next random layoff list.
This company always outsources to the lowest bidder. Ask anyone in Technology. Wait until they open up South America where wages are lower than what they are paying you. It's about money and not the people. Always has been, always will be.

You know the business enterprise masquerading as a "country" sucks when you have little to no employment rights,, employment at whim/will doctrines, and endless imperialistic wars for profiteering.
Two words executive bonuses
The CAP is BS! Management believe that by putting you on a CAP gives them the right to treat you like trash, speak unprofessional to you and yell at you creating a hostile work environment. This type of behavior is called "Constructive Discharge" where they make your work environment so miserable that it forces you to quit. If you are in an "at will" state you can file unlawful termination based on this. Go see you Doctor and start documenting EVERYTHING! It's time to bring this HE11 H0le to justice!
