IBM sales folks are dodgy anyway. They take other peeps efforts as if their own credits and maximize their commissions.
You don't want to be in Sales at IBM. IBM always find ways not to pay full sales commissions. You better off working somewhere else.
You have to understand that IBM is on its knees, things get worse every quarter, years after years.
