In any case, I like the idea of finding a job before being laid off. Why wait for them to get rid of us? I understand those who can't find a job and are still here, but those who think that their position is safe- those people I don't understand.
What makes anyone think they are safer than others? Haven't we all convinced ourselves that even when they tell us that we don't need to worry and that our jobs are safe - cuts follow soon after?

Waiting for severance package is better than nothing, just chilling at work will do. Leadership wouldn't know. All they know is appreciation.
That's just keeping your options open. I've had my resume circulating for decades to keep up with market valuation, see who's hiring, and if the offer is the right employer at the right compensation to leave without regrets.
