Sen. Elizabeth Warren calls Wells Fargo CEO ‘evasive,’ presses bank for fraud complaints on Zelle payment platform

No, banks still consider that fraud, but since the customer initiated it, just don't make any attempt to refund it (nor should they). The issue here is likely more about what systems WF has in place to identify the bigger fraud networks and patterns in Zelle. The comparison with peer banks may be pointing to Wells' ineptitude in that area. Having investigated financial crime here, I can say with confidence that the alerts Wells generates related to Zelle are pretty fruitless and they don't really make any attempt to improve them.

If I recall, some of the difference between what the banks call fraud and what the committee calls fraud is whether or not the account holder initiated the payment.

Banks (and Zelle) think that if a customer is duped into sending money then it’s not fraud - they knowingly initiated a transaction. The committee thinks that if the account holder is duped to provide payment over the service then it is fraud.

Honestly hard to say who’s correct. I think it also had to do with where the finances landed. There’s circumstances where money paid using Zelle leaves the traditional banking ecosystem and, at that point, the bank can’t recover it and certainly doesn’t want to write it off to return it to the account holder if they themselves sent the transaction.
