Why are there so many direct reports outside of headquarters, including other countries?

Go to Outlook and lookup Witty's office location; you may be surprised. Why is he located in that city when the company headquarters are in Minnesota? Outlook also indicates that some of his direct reports are in another country. Does that mean he actually works from that country?
