I was laid off and now my prescriptions are sky high. How do I sign up for Cobra? Also, do I sign up for Cobra until I find another job and end it then? Or is there a better option for me? Any advice or direction to the right person to talk to?

Careful. If you have been at 3M for a while and have an RSA medical account, signing up for COBRA medical will forfeit your entire account.

You should be getting something in the mail about. It may take a month or two. You can always end cobra but it is 18 months maximum by federal law.
Depending on when you left, theiray be better options but cobra for medical is expensive. But better than no insurance unless you are 30 and an Olympic athlete with no medical issues.
I kept cobra for dental and vision and now have a plan through other providers for those things.
