Recent public events have highlighted hostile actions by managers which rendered irreversible harm to employees. Of course this would just help weed out "low hanging fruit" from being entrusted to lead people. A true sociopath is destined for the executive ranks and can manipulate his/her way around any standardized test. There was something called The Ford Supervisor's Manual, which new supervisor's were given as a reference to help them as people leaders. Perhaps, a certification exam can be based on such a manual during a probationary period for new management.
