The reason our country remains cutting edge is due to highly skilled technical legal non immigrants (H1b) from other countries.
There is such a dearth of highly skilled labor.
If we are to compete with other nations, we should increase this more. Many of your comments might be due to shear jealously over their talent.
Mind you, companies are hiring only cream layer top talent from these countries, so they are better than our average Joe ( where typically most of us are)
FYI they chose an legal immigrant as a CEO as well ( nadella). He is so much better than the previous ceo.
