The people being let go cannot be backfilled. People on a PIP, those positions can be backfilled.

If you are salaried it doesn't (shouldn't) matter, as much as your manager might want you to believe.
I don't understand how someone is a PIP now unless it was done during the mid year review. PIPs for 2021 year review needed to be cleared by mid 2022 or fired. Unless is some kind of "double secret" 2023 year review.

I hear that people are being told to hold onto people who are pips so they can be the first to go without severance if they don't meet the amount they needed to save with attrition counted for
