Happy New Year everyone! Long time Chevron employee here and I keep hearing about a Chevron-Exxon merger sometime soon which makes me wonder what are the pay scale grades and their ranges for a 20-year experience engineer working in the Spring office designing onshore, upstream well pads and facilities?

A 20-year Spring engineer of the type you are describing would not exist after such a merger.

I think the synergies would be huge and it would pass FTC and EU.
There is a new US president coming and he is big business friendly and light on regulations. FTC review would be light and that window is guaranteed for 4 years. Strike when the opportunity comes.
In the past, FTC focused on refineries and retail outlets that more directly impacted the consumer. Chevron and EM have little overlap. CVX is big in California, EM has none left there. Yes, there is some overlap in the USGC with CVX owning a teapot refinery in Houston that could be sold or shut (efficiency) and Pascagoula in MS. If I were making the case, I’d argue that MS is a different market than TX or LA.
Neither EM nor CVX own any retail in the US so nothing there.
No overlap in the EU with Refining.

If that “merger” were to occur, the question you are asking will be moot as you will no longer have a job. It would not be a merger; it would be a takeover and “synergies” will be numerous, including the role you are asking about. Sorry for the bad news dude.
