Are there any HR implications if I tell my boss I want to volunteer for a layoff? I’ve got a ton of time with the company and don’t want to be here anymore.

you'd get severance, so there is a huge upside (3wks/yr service), and officially there is nothing HR should be doing about it.
They won’t offer you anything, all it will do is convince them to keep you around. Why offer you a package if you are ready to jump?
If you are ready to go and can handle the insurance and financially just go. I hit Medicare age and had enough financially I could make the jump. Sleeping all night and not being on call 24/7/52 is not overrated.
