You aren’t playing the game right. You may have gotten double the work, but you just designate the heck out of it to managers under you as a carrot stick to them. Then you end up doing less work, yet taking the credit for the bigger work load.
Bolster the resume with the title change then you leave and make more $$$. Win Win
Promotion ? You want more money? Guess next you will expect to be an exceeds instead of NI or Meets because that’s what you got last year.
Whoever came up with the 'no raise on promotion policy' should be fired immediately. One of the worst decisions in company history.

You literally can’t make this stuff up. I was offered a M4 and b/c my salary as a M3 was at the midpoint, was told no pay raise. New job would have meant leading a team of 40+ and double the work. Could not fathom no pay raise, so obviously turned it down. During screen, was told that if selected decision on pay raise would be made then, so it was a no and that sealed it for me. This place is nuts.
Promotions without pay raises are just another tool to raise work expectations so that it is harder to meet them and gives them an easy excuse to decrease your rating, raise and bonus the following year.
Wellsfargo often give promotion with no raise
