Is it safe to say that the old scale (performing) is equivalent to exceeding? Or would you categorize the old performing as achieving?

Actually, a lot changed. There are now fully funded ranges of STI for those that may not have gotten anything above 100% previously. However, if you didn't make the same contributions as others in Performing, you pay the price, as you should.

Exceeding
Achieving = Performing
Under performing
Low performer = Developing
