What does the package look like if you were laid off in the US but specifically Pittsburgh?

Just an FYI - the lump sum payout is taxed at 22% federal withholding! It’s considered ‘additional income’ and will also have state tax , Medicare and social security withheld. You’ll be lucky to get 60% of your actual payout.
Since they switched from SUB to Severance, since "severance" is handled differently in each state, it might impact if and how much unemployment one gets, and there might be other seperate rules by state around how severance is handled. Within a state, it should not matter between state lines, and each state would be the same unless they have specific laws for that state.
The updated severance policy and specs were released to all US employees in an email 1/21. 4 weeks of regular pay, followed by a lump sum severance package depending on your officer title/salary grade.
Beyond state taxes from your regular pay cycles, wouldn't see a reason that there are any differences in severance between sites in the US.
