Why do some leaders have approval to say if numbers are not achieved that the statement "additional employment actions" would not apply to their organization?

However if the overall number of money to be trimmed changes all that we are safe goes poof out the window and everyone is fair game again. Managers lie like a rug to keep the proles manageable. Then oopsie things changed my bad

Because every department does work force analysis for potential cuts. Many are deemed at capacity or even under. Many have already been deemed over capacity and have an exact number that need to be cut. This was all done last year and is done practically every year. It's not a guarantee but pretty close that their areas will not be hit with a rif at current requested savings goals

I don't think they have approval to say that. Not sure which department would put themselves above the possibility of a RIF.
