With the review season going on, what is the protocol for the Needs Improvement folks? How often does the CAP process end with continued employment? What happens to severance if the CAP ends and the manager says not enough improvement? TiA

In some companies they offer the PIL payment in lieu which is effectively a resignation. The PIP /CAP is a tool used primarily to get rid of older people with a high count of years of service hence a larger paycheck. Generally used as a nudge to retire. No guarantees so if it is not shown in print that a PIL is an option it is not. Severance is actually not guaranteed for any person in a layoff situation. They are not doing it to help you out it is actually a payment for your silence. In exchange for a check you sign away any rights of future litigation.
Severance is only paid for layoffs, reduction in workforce, or special voluntary resignation programs. If they let you go because of performance issues like a CAP its basically being fired. Resolving the CAP and keeping your job is possible, it just depends on the issue and expected resolution. It’s also possible to transfer after a CAP, but is a little more difficult, again depending on the issue.
