This is entirely possible. There's been talk of ESBs coming out this quarter and negotiations are being finalized with the union on how many to cut.

I know of some techs in D9 that the Union and company are working a MOA to change their job titles so the company doesn’t have to surplus them.
No surplus for anyone.
The contract gives the company the ability to surpluss employees once a quarter and PremTechs any time they want. Company doesn't need to negotiate anything. Everything is already spelled out in the contract. Tomorrow the company will release their second quarter surpluss report for the west.
