MS Authenticator needed to maintain access

What is this baloney? I need to install an app on my phone just to log in to Outlook?

It is enforced for all in April.

I don’t have BYOD so I don’t want to use my personal phone. Is there a way around it?

No, there's no way around it. It's used to authenticate you to the Windows App, which is how you access Cloud PC.

On the plus side, it's Microsoft's app, so it's not WF specific, just the token you load into the app.

It's no different from the RSA app or Google Authenticator.

Makes no sense you'd have to put an app on your personal device to do your basic job.
