My spineless manager has already told us to be prepared to come in when my team is geographically dispersed all over the country…ugh. Can’t wait to be sitting in a cubicle in Teams meetings all day.

Umm, not sure where you got your info but it sure sounded like it was required to me. Not 3 days per week immediately, but it was pretty clear that all hybrid roles need to start easing back into the office and progress would be reassessed in Q1.
RTO is NOT required at this point. It’s only suggested at this point. Any manager actively enforcing this is doing this on their own accord.
Your "spineless manager" is following mandates from above and is not willing to risk his/her career to convenience you. That's not surprising. You don't sign his/her check.
