When company announced to cut work force, some still hiring contractors!! Is it not spending money?? Does the higher management know what is happening??

Temporary workforce is the way to go in such situations, sad but true.
Contractors can be hired and let go with little or no additional cost. Yes, they're usually first to go, but if there's a project with limited timeframe, you might as well hire them instead of FTEs
please tell them to lay off as soon as possible. No delay!
If the last week was anything to go by it should be very obvious that higher management has no idea what is happening.
Execs biased? Or they are ok because of their favourite exec personal doing it?
Rules are intended for non-execs to follow. Execs can override most rules or restrictions. Only an exec can stop an exec from breaking a rule or restriction.
