Most companies external to Verizon view rif'd personnel as damaged goods. When you apply for a job one question that is asked is if they can contact your previous employer. When they call Verizon to verify employment history, they will ask if you are re-hireable. Verizon will say no, at that point the job candidate is done.
If your separation agreement does not include any language about not seeking reemployment with the Company, then you can be rehired, but it is unlikely. I've seen the latter, a person I knew who took VSP was hired back. The announcement of her rehire was on LinkedIn. She was a very well respected solid performer.

I know somebody who was rehired twice after being RIFed with different teams...with a higher salary than they previously received.
Look at the 5G home team! There are plenty of Indirect Acct Mgrs that was Rif earlier in the year and are now in that team. So much for your theory!
When I was RIF’d during Covid, I heard there was a 2-year waiting period to rehire RIF’d employees. YMMV.

Absolutely incorrect. Rif and VSP are two totally different things. As a hiring Mgr, I was encouraged to look at the Rif employees. I did, hired a great one in the past. VSP, is voluntary. We all should know by now that Rif is not performance base.
Lifeboats on the titanic is the entirely wrong analogy. Titanic never came back up. People were calling it a sinking ship in 2018-19 when the VSP came out.
Turns out they had enough people taking lifeboats that they didn’t have to THROW anyone overboard and the ship stopped sinking.
Years ago, I could understand why people that got rif'd would want to come back. But now? Who the heck in their right mind would want to come back after being rif'd? That's like being given a seat on a life boat during the sinking of Titanic and refusing to take it.
manager here with some open positions - couple of applicants to my role were riffed and I see the flag as “RIF”. All things equal , I would rather give those employees an opportunity vs. pulling in someone external or internal who is not riffed. I know of other managers think the same. Best of luck.
Co-worker got RIF’d in 2017. He was told he could apply for another position. He reached out to me and I approached my manager about a position I thought he could fill. Manager told me “off the record, I can’t hire anyone that was just RIF’d” Manager was RIF’d same time following year. Year after that I took VSP. So we all ended up in the same place, off the books, just took different paths LOL
People who took the VSP could and have gone back to work at Verizon as contractors.

Vz HR doesn't speak to other companies. Companies are referred to The Work Number website.
Why worry about getting rehired by VZ? I would be more concerned with how VZ HR will respond when other companies ask if they would rehire you!

Anyone can re-apply. If the box for "DO NOT REHIRE" is checked, you will never get so much as an interview. Ask me how I know!

If you are RIF'd ( not Voluntarily ) yes you can re-apply.
