You are giving a description of a company on life support. Even for a dying entity, the life support machine has to be reliable, No such thing with the current cabal of executives running IBM these days.

Pay attention to the operative word “Cost efficiency” When you can hire equivalent talent at 1/3 - 1/2 the price it’s self fulfilling. IBM has gone all in on “the enterprise” strategy which lends itself to Fortune 500 customers. So ask yourself how many employees do you need to service all of the Fortune 500 customers in the USA. My guess is under 10k Now add on labs, plants, acquisitions, and executive overhead and you are up to maybe 20-25k Welcome to IBM 2025 A USA based skeleton crew employee company. Will we see more layoffs/offshoring? Absolutely Why? Because acquisitions go offshore after a year, and consulting within the USA public/govt sector will shrink at least 20% this year. The new 2025 IBM is all about cost efficiency and that is accomplished in offshore English speaking countries. It’s not the answer that USA and Northern Europeans want to hear, but it definitely is the current CFO’s playbook.
