I know last year Corporate FP&A teams did not even drop in a budgeted merit raise for grade 10 and lower until the last minute and grade 11 and above got it just by chance to not cause an uproar.
I personally bet merit will be 2% just to ki-l moral even more which is pitiful when 3% is meet expectations.
So any FP&A folks have some answers if that has dropped?

It doesn't even matter if you do get an exceeds. I've gotten an exceeds every year for the last 8 years, and I'm still just getting the 2%
I loved the optimism when there were several posts about 10-15% merit increases. That was never going to happen at this company. Their message is to be happy with what you get -- typically fund for 2% per person and let managers figure out who gets less and who gets more. It has even meant that you have to fund for promotions out of the same pool of 2%. I am no longer a people manager so hopefully they have changed that mindset.
