Same for me with the being vocal and liking to help out. Similar situation with someone in my group got promoted a few years back despite being pretty bad at safety and quality.

I was told I talked too much and tried too help too much. I was trashed for offering help to the other arrogant groups. Another loud mouth country bumpkin was loud and obnoxious. They were d-mb as s hit and clueless. The loud mouth red neck was promoted and rewarded for having courage of conviction. It doesn't always work because only certain peoples can excell.
