The best people here used to give extra effort, but not anymore. Leadership pushed too hard and broke whatever was left. If you want to see why Exxon turned form a great employer into one of the worst ones, just look at its leadership. There's your answer.

If you are promoted into CL-28/29, the expected PIP is 1 year are less. Chances are if you are in the top 1/3 as a CL-27, you will be moved to the bottom 1/3 when you are promoted to CL-28. The message is at the promotion is, "You are in a much more competitive group as a CL-28/-29, that is why you are in the bottom 1/3 on Day 1."
Our current leadership is more the let’s cut the baby on half and see what happens type
Solomon once said, "Under a good king, a nation prospers. Under an evil king, it is the country's demise."
Let us hope that our current executive committee and support staff are "good kings".
What leadership?
Many of the best people got PIPd because of their age, just for id--ts with sponsors to get higher RG.
If you get a promotion to a higher rank group, and are a regular worker, without a sponsor, beware that you are just being moved up to form a cushion at the bottom of that rank group to push up sponsored HiPos. You should expect to get PIPd within 3 years of that promotion.
