I’m told that I can only work in Middletown, Dallas, Atlanta or Bothell or else I’ll be fired. But then when I look for management positions on the jobs, hub, I see them in Chicago and St. Louis, etc. what is going on? What is the deal? Are their jobs in other places or not? And if so, why?

The "few" are working from home. Indiana, Long Island, Wisconsin.
The rules do not apply to everyone.
You'll also see Charlotte on that list because the wife of a certain executive in CSO didn't want to move to Dallas so that magically became a hub. They claimed "to be close to financial centers" but that didn't stop them from getting rid of employees close to other "centers" nor ever claimed we had to be near certain types of businesses.
You won't see India on that list much longer. The government is bringing jobs back to American shores.
The answer to where you can work has nothing to do what hubs there are or what's available it's everything to do with what your org and leaders say.
ACS decided only Atlanta and Dallas were acceptable locations and the rest were laid off, hubs or not (exception for sales and the VP of course).
Would assume other “hubs” are limited term and only specific to certain orgs.

Sorry OP, but this is their way of getting rid of you. I worked in Middletown, which is a hub, but my VP decided she didn’t want anyone in that location anymore. I was surplussed and Friday was my last day. Good Luck.

It’s a good point. Needs of the business is all you’ll get at best.
1-2 days in a month if you are working from a different location than that of hub location, there are no issues , this is what I have tested in January, but you can’t work whole month or majority of the month from a different location than assigned.
That’s odd. When I look, I primarily see Dallas and India.
Different BUs might have different allowed locations. Long term I’d be worried about anything that isn’t Dallas or Atlanta metro but there can be jobs if these other hubs or sub hubs if the BU is approved for it.
