I was told that you have to lookout for new upper level managers that are brought in to cut headcount and restructure. These same managers are moved around the company and refer to as hatchet manager. Do you know any of these by name?

Yes there’s a shark in Marketing right now. Look for any external hires from companies like McKinsey coming into your org. That will tell you all you need to know. If you see one, get out of the water!
Yes I believe this has happened in the past. Usually when they were making massive cuts. It prevents certain people from looking bad. The new person can take the blame.
