Who reviews the quality of turnover documentation for surplussed employees to determine if edits or rework is needed? Immediate supervisor? Director? AVP?

Clearly no one with any sense.
surely you jest. there is absolutely no quality control for turnover documentation. the poor sap getting your workload should be asking, but how can he ask the right questions if he has no clue what you do. in the end, some of these transitions work fine, but most are plagued by at least some period of time where the new guy and his manager are in oh sh!t mode trying to figure out how to do what the guy that got cannes did. it never fails.

Option 1 if you’re referring to the documents you’d have to sign to get severance, there is no one monitoring quality, you either follow those steps or you don’t, that’s just a check the box.
Option 2 if you are referring to some sort of transition or handover formal document because your job was so important LOLOLOL no, the company has chosen to surplus you, no one cares except maybe your supervisor if they had no choice in the decision. In that case, it’s the company’s problem to solve. Also if you are surplused, the company is saying your work is not valued, you shouldn’t have to turnover anything of importance because the company decided your job wasn’t important enough to keep
