How does one respond?

My manager had no clue what I did with the other team I was loaned out to.

Pretty much entire leadership team in my group were gone due to org restructuring.

I personally felt I exceeded all the expectations however I got SP last year, negligible bonus and no raise.

Plus never got appreciation, recognition for any of my efforts leaving me extremely disappointed.

Any ideas on how one responds to manager survey after such disappointment?

Many managers have a teacher's pet they will give the highest ratings and most money to each year. If you aren't that person, you'll stay SP with little financial compensation. Managers don't move often so the only option is for you to move - internally or to another company. Sad but too true!

Squeaky wheel gets the oil. Boast of your achievements pretty often to whoever you report to even if they are somewhat absentee. Make it a paper trail too. Should help somewhat, even if it sounds narcissistic.
