Are they going to be asked to return or are they just forcing the hybrid people first?

They are only forcing hybrid to return to the office. There was no logical reasoning on how office locations were chosen either, you can end up commuting 40 miles when there is a USB location a mile from your home. I find it very interesting that many employees that live near the Minneapolis HQ are coded as remote. Sucking the right D’s can get you coded remote evidently. This is just the beginning of causing internal divide between the “haves”/remote EE’s and have nots/hybrid and on-site EE’s.
