How did we lose against Lumen?

They didn't want to purchase a ticket on the titanic!
Lost a lot of business to Lumen.
No fair.
Government customers are required to get “most preferential pricing” matching that of the “most favored customer”.
If this was the case, Lumen had private sector customers with better pricing for the same type of products that were quoted by both bidders.
