There is too much management - both too many levels and too many positions in each level. Abby could save a huge amount of money with minimal impact by collapsing layers and requiring each manager to have more direct reports.
Managers of individual contributors should also be limited in how long they can stay in one place. Abby has no idea how many managers who have been in their current roles for many years, and even a decade or more, are detrimental to the business.
