Few weeks ago, I heard low performers can get severance. Has anyone that tried leaving to another company ask for severance and got one?

You need to be targeted by your management. This is documented in the HR system and must go through an approval process. Management would not be serving the stockholders by giving extra compensation when it isn't necessary. It could be considered fraud, without the proper documentation.
It doesn't work like that.
I asked my Manager and my Director to downgrade my performance and put me into this program. Answer, "absolutely no". I had already submitted my retirement papers, so I figure that was the reason.
