This organization was always told that these FCC filings must be completed inside the US and that this was mandated by the government.
Leadership in this organization wants to save money by using a team in India and recently advised us that there is no law preventing these filings from being done outside the US.

When an employee files a report with the FCC that employee understands that they are regulated by US law.
A person outside of the US cannot be.
That’s why we were always told these reports can’t be submitted outside the US.
ATT is now risking heavy fines because they want to save a few bucks.
You don’t need a law degree to understand that the FCC is a government entity and that people who file these reports must be within their jurisdiction.
