Realistically how attainable are jobs for those left in transition roles?

Attainable? very unlikely. "Transition role" means you have some skill or knowledge the company wants to drain out of you before laying you off.
The PDC will mostly be a sham. It allows 2nd wave people to be drafted sooner, and helps if anyone slipped through the cracks or for any surprises
